Its counsel names two requirements — a genuinely just cause, and a leader who's actually experienced and disciplined enough to be trusted with real people's effort and time. Force without legitimate purpose fails. Purpose without competent leadership fails just as often, maybe more so. Even a justified mobilization carries real cost, and the text treats pursuing it carelessly as a serious error, not a minor miscalculation to shrug off later.
