Traditionally The Army. Water gathered beneath the earth, hidden but vast: strength that isn't visible until it's organized and channeled toward something specific. The difference between a crowd and an army is structure, and that's exactly this hexagram's subject — not individual power, but disciplined effort mobilized toward one shared purpose under one clear leader everyone actually trusts.

It shows up when a situation needs real leadership structure: managing a team, coordinating a group effort, anything too large for one person alone to carry on their own. Its counsel names two requirements — a genuinely just cause, and a leader who's actually experienced and disciplined enough to be trusted with real people's effort and time. Force without legitimate purpose fails. Purpose without competent leadership fails just as often, maybe more so. Even a justified mobilization carries real cost, and the text treats pursuing it carelessly as a serious error, not a minor miscalculation to shrug off later.
